Do I need a permit to manufacture cosmetics in Illinois?

YES -- Cosmetics Manufacturing requires a permit. This includes filling containers as well as the more traditional manufacturing activities such as mixing ingredients together. If any of your cosmetic products are also considered drugs, you also need an OTC manufacturer鈥檚 permit. A person that only labels or changes the labeling of a cosmetic but does not open the container sealed by the manufacturer of the product does not need this permit. You must register all of your products with the Bureau Statewide Pharmaceutical Services. This permittee must have written policies and procedures.
